The Institute, after its establishment, started offering a Diploma Course in Social Work (Labour Welfare), which was previously administered by the University of Calcutta. Diploma holders from IISWBM were considered for appointment as Personnel Officers in Business Organizations as per guidelines issued by the Government of India.

On the recommendation of Sir Jehangir Ghandy Committee of 1950, the Board of Management Studies and the All India Council of Technical Education, selected IISWBM (then known as AIISWBM) as a centre for eastern region for the course in Business Management and thus started the first course on July 5, 1954.

On July 5, 1954, Dr. Bidhan Chandra Roy, Chief Minister of West Bengal and Founder - President of the Institute, inaugurated the first Business Management Course in India.

Dr. Jehangir Gandhy, Chairman, All India Board of Technical Studies in Management, Union Ministry of Education, who could not be present at the inaugural ceremony, sent a message saying 'I am glad that the All India Institute of Social Welfare and Business Management is inaugurating today Business Management Course for the first time in India for the benefit of Junior Business Executives'.

The Institute was registered under Societies Registration Act, 1860 with its present name of Indian Institute of Social Welfare and Business Management (IISWBM).

This registration, apart from giving the Institute a legal status also facilitated receiving direct grants from the Central and State Government.

At a meeting held on April 22, 1948, the 'All India Council for Technical Education' created by the Department of Education, Government of India, decided that a Joint Committee should be constituted to represent the 'All India Boards of Technical Studies in Engineering, Commerce, Chemical Technology and Textile Technology'.

The purpose of this Joint Committee would be to examine the question of training in Industrial Administration and Business Management and to prepare the scheme for organizing such training in the country.

On May 11, 1950, the Joint Committee set up a Sub-Committee under the Chairmanship of Sir Jehangir Gandhy, Director, Tata Industries Ltd., to prepare a scheme for the Eastern Region of India for training in Industrial Administration.

The Gandhy Committee recommended, 'The most effective way, in our opinion, of promoting education in management subjects is to provide opportunities for part-time day and evening studies for the benefit of large number of junior executives who work in business and industry in the metropolitan districts of large cities like Calcutta'.

On the suggestion of the Gandhy Committee, and on the recommendation of the 'Board of Management Studies', the 'All India Council for Technical Education' selected IISWBM (at that time known as 'The All India Institute of Social Welfare and Business Management') for the Eastern Region for the course in Business Management.
